Bases are established for the design and operation of the Science, Technology and Innovation System in Cuba

The Official Gazette of the Republic of Cuba today published Decree-Law 7 of the Council of State, which aims to establish the bases for the design and operation of the Science, Technology and Innovation System in the country.
According to the norm, the social actors that are related to the activity, their interactions, the corresponding legal-methodological basis are understood as such and their expression is recognized at the national, sectoral and territorial levels; its fundamental components, principles, objectives and organization.
This system is aimed at increasing the contribution of science, technology and innovation, to economic, social and environmental development, through the integration between its components and the requirements of society; to participate with activities of greater technological content in the conformation of the Gross Domestic Product, the achievement of internal and external financial balance, as well as in the improvement of the quality of life and well-being of the population.
In addition, to contribute to the improvement of the leadership of socialist society, the formation of values and the preservation of cultural identity and the environment, national defense and security, and international integration.
The Decree-Law also defines science, technology and innovation activities as those systematic ones that are closely related to the production, dissemination and use of new knowledge in the different fields of science and technology with an impact on the economy and society, including research and development, innovation, scientific and technological services, specialized productions, interface activities and technology transfer.
It establishes that the Ministry of Science, Technology and the Environment (CITMA) as an organism of the Central Administration of the State in charge of directing, executing and controlling the implementation of the State and Government policy in the field of science, technology and innovation, is the responsible for the management and organization of the System.
Regarding the financing of the activity, it stands out that it takes place through mixed funds in which the State Budget and other special government funds participate.
The document has a special provision that states that Science and Technology parks, High Technology and Interface companies, and the organizational forms that are created with the aim of boosting innovation, are registered in the National Registry of Entities of Science, Technology and Innovation and for this they comply with what is established by Decree-Law 323 of July 31, 2014 and other complementary regulations.
This regulation, which will enter into force within 90 days, repeals Decree-Law 104 of July 1988, and its Regulations, Decree 146, of July 28, 1988; as well as articles 43 and 53 of Decree 120 of January 26, 1984.
In compliance with the first final provision of Decree-Law 7, the Council of Ministers issued its Regulations through Decree-Law 40, which regulates the operation of the components of the System; the scientific and technological potential, the priorities, and the planning and financing of science, technology and innovation activities and the system of programs and projects.
